I want to get a Wideband A/F meter to use as a tuning tool, its not going to be Permanently installed in the challenge car, but I do want to use it during the event just so I dont kill my engine. do I have to put the wideband in the budget?

I'd guess that it depends on if you have it on the car when you're actually running the autocross or drags. Using it between runs I would imagine would not be problem, just like using a multimeter to check alternator output, but I would guess that- like a boost gauge or aftermarket tach- it would need to be in the budget if you have it on the car and are using it when actually racing or otherwise being judged (officially I mean, not by the other competitors :P)...

^Yes, that's correct. It's no different than a wrench. Use it between runs, it's free. Use it as a permanent component of the car like one team once did , it's in the budget.
