I had no idea what a bagged car was. I was thinking about something like the Porsche above.
But now I get it....you mean low (and I guess, with airbag suspension).
I'd say if a car was cool from the get-go, it might also look neat if it was lower. Like this Cobra rep below. But lower a boring car and it's still boring (to me, at least).
I guess Citroën was the original bagged car.

Has to be said... Bagged is pretty much the only way I'd have an old Caddy or Lincoln. They aren't going to handle anyway, so you may as well go for the looks.
I've never really seen the point of it. If my car's frame needs to touch the ground I can always just take off the tires
Big rides (Caddy, 'Burb, Lincoln, old American metal) looks great slammed.
Don't much care for things like the Audi pictured above.
Big wheels tucked under look good. Cars with the wheels disappearing underneath (the blue van, the Volvo) I don't understand.

On the contrary, it's easy to argue with it...that's a nice truck, and it would look good lowered, but laying the frame down on the ground serves no point. It would be a lot cheaper and easier to just let the air out of the tires when you park it.
