2000 NB Miata, stock except for a K&N stock size panel filter (noticable but very small gain) and I replaced the stock muffler with a resonator (less weight, better sound, MAYBE a tiny gain up high). New plugs, the NGKs recommended on Miata.net and a very heavy right foot. I avg around 23, as low as 21 and as high as 26. Mostly city, very spirited. Sound about right?

Yep, that's pretty normal Miata fuel economy. Plus, you said spirited city driving, in which case you're probably doing a bit better than many.
I'd say that's about normal. I don't think I've ever broken 30 mpg even with all highway driving. My typical is around 23-24 mpg. The good news is I've tried "grandma driving" vs. "spirited driving" and the mpg difference seems to be around 1 or 2 mpg, so I just drive it the way I want. It does seem like a 1.8l motor in a lightweight car should do better, but it doesn't.
On my 1999 absolute base model (lightest nb Miata I believe), I averaged 25mpg almost no matter how I drove it. I’d say you’re about right. The gearing on these is so low and the aerodynamics are terrible so they aren’t as efficient as you’d think.

I used to get 30-31mpg with the 1.6L and a 4.10 Torsen on highway driving. This year, my mileage dropped to 25mpg highway, but that may have something to do with the 245whp supercharged 1.8L now in the engine bay
That's where both my 1.6s we're at mileage wise. Lower than the rest of the internet, but no changes to driving style or anything else would change it.
Edit: one lived on the cheapest gas California had, the other on 93 octane PA gas. They were within 2mpg of each other on average.
That car, 14s, my driving style and rounds, i averaged 25-28. All interstate and keeping it below 4k while drafting, id get 34.
I'm pretty happy considering what everyone is saying here, and thank you for your responses. I usually get between 10-20% worse mileage than anyone else, and as much fun as I'm having it's a Hell of a bargain. Especially considering my Matrix XRS takes premium and gets about the same.
I'd expect that from the Miata, but would be disappointed in the matrix.
BTW, I'm getting about the same in my 01 NB.
With an 8500 rpm redline, lift at 6200 a 6 speed manual and well over 200k it's not THAT bad considering I paid $3200 for it 3 years ago and a clutch, brake pads, and tires are the only things I've had to do. It does alot better on the highway
