thesamba.com holds the knowledge you seek...but the best way to ground clearance on a swing axle car on a budget without changing torsion bars is taller tires. Make sure you get skinny ones, not only does the bug not have enough guts to turn big heavy tires, but you also have very limited tire clearance. You can lift the body to get a bit more tire clearance on the cheap without changing camber. If you are really hung up on the camber thing, get an IRS pan/car or weld in brackets to swap to IRS and find a donor for all the conversion parts. Depending on where you are in the world, that may or may not be a realistic expectation on $500.
