What are the symptoms of a bad cell in the battery? Can it be load-tested?

Bad cell would show itself as a low open circuit voltage

Load test would pass right now, even if it is an intermittent failure.

Fuel pump relay sticking on sounds like a very real possibility.

Though I think I'll just buy another fuel pump relay if I can verify the failure mode.

Sounds like I was on track , but i hadn't seen that link before and it was some good reading so thanks for posting that.
