That’s a great idea.
I doubt the EPA would lean heavily on a hobbiest. They most certainly would lean heavily on anyone doing it for income.
Neighbors are the question. But they would be the question regardless of how you painted.
It would also make a big difference whether it was temporary or not. If it remained deflated most of the time, it would be easier to embrace.

True, but they are less likely to notice if you are doing it inside an existing garage than if you suddenly put a bouncy castle in your back yard and drive your project into it.
That thing is going to become a flacid mess after the first use. Imagine getting the overspray off the inside walls. I bet the plastic hardens and cracks in short order. Probably just as cheap to build a disposable version using vapour barrier.
So far, with understanding neigbours and discretion on my side, I have gotten away with painting projects every few years. I would not want to push much past that.
I know someone who had used one. I do know tractor paint eats it up..... also wind makes it very hard to paint due to buffeting.
I have a big enough shop I can set it up inside so for me it's more an option that lets me have a clean enough space for painting without having to clean the whole shop and protect everything from overspray. I could go from welding and sandblasting to painting in half an hour.
Some of the videos show the floor covered with paper or fabric for overspray and I think unless you are just bad at painting that would catch most of the mess.
Probably not great for automotive and catalyzed paint but for woodshops and cabinet guys it's probably great.
