Does anyone know of a brake disc catalog online, that I could search by diameter/thickness/offset instead of by vehicle?

Bolt pattern is not as important as above, but 4x100 would be nice.

Ideally I'm looking for 282mm diameter, 23mm thick, with an offset of 59mm. Solids would also work, if I can't find vented, but would need to be 13mm thick instead of 23mm.

That sounds real close to the Jeep Cherokee rotors I used on my TR8. From memory they were 284X23X62ish. Bolt pattern was 5X4.5 same as Ford. Needed them to match up to the Explorer rear end I used. Center hub area was real thick, so there is room to machine them or bolt a hub to them.
