Can you set without engine/transmission in the car, I have some time before I install

So I was wondering if I could.

If you have the ability to set the static ride height to match, possibly.

Sure.  I prefer to adjust bump steer with the wheels removed and no springs in the car so it doesn't matter if there's a driveline or not.  Obviously that doesn't work with a strut suspension but otherwise, no problem.

Yup - only if you know correct static ride height. Just adust the car to that height  after removing springs (alternative = ballast back to stock weight/height with springs in but that can be a PITA)

If you have no bump steer, ride height doesn't matter.  Carrol Smith wrote a great article about measuring bump steer in one of his books. Anyone fooling around with cars should have the complete set.

Bump steer at 3 or 4 degrees turn is more important than bump steer straight ahead.

Agreed, remove the springs, then you can watch the toe as you compress/droop the suspension. If you know the approximate static ride height, start around there.

Now, bump steer ought to be minimized.  How much bumpsteer has the hive experienced and found to be acceptable?
