Ok so on my "new" Civic has bad (well not bad but some) bumpsteer. Is this a problem with all the Civics or is something up with mine? The only other problems I have noticed with the car are a rip in the driver's seat, sticky locks when cold and it is a bit hard to start when it is cold and has low gas (just like my old car).
What generation is it? Has it been lowered? I have an EG and sometimes the bumpsteer can get annoying especially due to its lack of power steering. Then again mine sits much lower than stock on 205/50/15 tires.

There are fixes for it. Try civic-eg.com. I believe someone posted a fix there. If not there's always honda-tech. You should stay away from the suspension forum and head straight to the road racing/autocross section. Otherwise you're just talking to guys who want to slam their cars and still retain a stock ride quality for under $1k.
By bumpsteer do you mean it turns one direction on compression, and the other direction on rebound, or do you mean it darts all over the road like a small car with way too big and heavy a tire?
Answer to the first is to get the frame straightened so the rack is parallel to the ground. Answer to the second is to sell the 17's to a poser and buy some 15 inch wheels.

The 17" wheels came with the car but I have not money to sell and buy new wheels and tires. I want to find some BMW bottlecaps.

Oh boy...I'm thinking you'll find yourself hard pressed to sell those bad boys.
I have seen plenty of "Gangstas" running around Huntsville. Maybe they would want them.
On Searchtempest I found them for sale from $350-$1000.
At very least, you should be able to offer 'em up in trade for stockers w/decent tires and a little cash on the side. Should at least partially solve your bump steer issue. Just be sure to throw a few "yo dawg"/"hit v-tec"'s into your add so you attract the right crowd.
Why am I thinking that the wrong offset of the wheels is what is causing the problem

An alignment might not be a bad idea, especially if the car is new to you and the previous owner had the good taste to buy those rims.
+1 on trading the rims for stockers, at least decent tires (I wouldn't expect much from that crowd), and a little cash (might pay for a good alignment at a race shop).
If you're feeling tinkery, you could also learn to do your own alignment.

I'll echo that. I have an EG hatchback that I used as an ST autocrosser for a number of years. I had toe-out dialed in the front. It turned great but also followed pavment irregularities and seem to dart all over the place in normal street driving. With stock alignment settings, it was never an issue.

Sounds familiar.
I had an EG Si hatch for 7 years and still never had bumpsteer issues even with mildly lowered suspension. That is, as long as the alignment was good.
I am looking for new wheels and as soon as I find something I will get alignment done as well.
I would jack up the front of it and shake it down for loose parts. A bad tie rod could cause some funky handling.
