For a friend who's an auto ritin' pro for the majors...

Today's stupid question: When did the spare tire in the Ford Crown Victoria move in the trunk from on the shelf between the wheels to inside one of the fenders. This is a professional inquiry, so if there's some source I can cite, that would be great.

My 05 and 06 both had brackets for the spare on the shelf in the trunk.

So in my not so professional opinion, either very late in the models life, or in a previous generation. Sorry I can't be more helpful. 

I do feel like one of the several my grandfather owned in the 90s had the spare on the side instead of on the shelf, but I really can't remember what year, he got a new one every time he needed tires.

Everything i can find shows only the location on the shelf under the speakers.  My 88 was like that, my 98 + 99 were, my buddy’s 04.  All the hold down parts are listed 92-11.   

I believe the correct answer is never

My first year of production panther, a 79 LTD had a full size spare under the package shelf. It was the same car as the Crown Victoria, they just didn't have that name yet. They changed the name after the fox based baby LTD came along. So I can at least establish the location at the beginning. 

Take note of how good I am at answering the questions no one asked. It's a skill. Useless, just like my answers, but still a skill. cheeky

I had a 93 and a 95, both the same. I don't have any knowledge about the later cars, but if the spare went into the inside of the fender, it would have to be really small.

The last Crown Vics were the 2011s, correct?  The 2011 Ford police vehicles brochure (downloadable at http://www.policeinterceptor.com/pdf/2011-ford-police-interceptor-brochure.pdf) has an illustration on page 9 that clearly shows the spare tire on the shelf.  So either (a) the police vehicles handle the spare tire differently from the civilian ones, or (b) if the tire migrated to the fender from the shelf, it subsequently migrated back.

The last civilian CVs were in 2007; there's a brochure available at http://hillerford.com/v2/resource_library/2007/2007_brochures/2007crownvic.pdf that appears to show the whole trunk floor covered by an optional organizer.  It doesn't seem as though there would be room for a spare tire on the side, but you can't tell for sure.

Does this help, or make things worse?
