I've read over the interior rules a dozen times, and correct me if I am wrong, I believe that a totally empty interior with a clean and tidy paint job is an acceptable "finish" .

That would be judge determinate.
Not to mention you would have to have a dash.
My theory on this when I was trying to scheme a gutted and ratty '86 Firebird into CAM was patch the cracked dash pad together and wrap it in some cheap fabric and make flat door cards with the same idea. I think they require floor covering of some sort too.
For me it has having a car with no interior and not wanting to spend money on one because upholstery doesn't make my rusty 3rd gen less slow.
The Cam interior restrictions say:
-"Interior floor covering(s) may be replaced, but not removed."
-"Interior and exterior must have a “finished” look."
-"The dashboard may be modifed, but must be finished and cover the original area."
-"Upholstered interior panels (door panels, kick panels, etc.) may be replaced with another upholstered or finished panel. Non-upholstered interior panels may be replaced with a panel of any material. Alternate panels must cover any opening(s) the OE panel(s) concealed.
-"Exposed metal interior surfaces must be covered, painted, and/or coated. (No “race car” interiors allowed, please.)
I can see how there could be some confusion, but I think that the intent of CAM, especially CAM-T is to get muscle car/pro touring guys involved in auto-X. Many of these older cars had exposed metal dash boards and door components that were typically painted. I think they are referring to those situations in the last bullet point. The important stuff here is that the floor must have a covering, and the doors have to have some type of card or upholstered panel in place. A fully stripped out, but painted interior doesn't seem like it would meet the rules to me, but I'm not important enough to make decisions like that.
Depends on the club. My local scca will let me play in cam with a vintage race car, but not trophy. If i want trophy, im in xp or cp (i forget which, because i suck so bad ill never trophy). So, id say get with the locals. Or, the bigwigs if you're planning on nationals
I interpret the interior rule as similar to Street Mod, rather than "gutted" like Prepared or Modified. But it really depends on the Club you run with.
I can put a carpet in, have a full Camaro dash in place, and can make upholstered 3mm Delrin panels to meet the letter of the rules. I was actually considering a carpet for the Challenge
