Maximum recoup is half of the overall budget cap and cannot exceed the purchase price of the vehicle/item being sold off of. So $1006 if you finish it in the next week or so.
The "Zip Tie" rule has been used on challenge cars before. You bought two cars for $2,000 so you actually bought two cars for $1000 each. You budget $1000 for the one of the cars you use for your build and you sell off $1000 worth of stuff from that one and it is a $0 hit to your budget. The other one sits out in happy land not affecting your budget. Actually sell off $999 from the challenge car so you can still trade parts of equal value from your parts car to your challenge car.
