As a 0%-er, it's likely that nobody cares what I think. Despite this, I'll offer an opinion:
Claim rules are terrific for keeping people honest when all the cars are supposed to be the same (e.g. spec racing) but don't make much sense in a competition where vehicle diversity/ingenuity/creativity are highly prized (e.g. GRM Challenge).
500 popped the gear box on clutch testing, it's a Impreza AWD. I know the claim rule is not realistc to some teams builds, I was just trying to get somebodies attention.lp
The cost is not what keeps people back. It is cubic amounts of TIME!!! Tell the owner if the wartburg that anyone can buy it for 2k after all the time they have put into it, and it likely wouldn't compete. The Cheaparrel team most likely would not have put the time or effort into their car knowing it can be taken like that. It is not the cash outlay in these car's that make them what they are, it is the blood sweat and aggrivation that goes into it. I've put maybe a weeks worth if time into our car, and I am aiming for maybe top 15. Have I got some killer deals? Not really. My suspension was the best deal I found and I bought someone's entire suspension setup from their balled up race car, and have sold parts to get it to where it is at.
I don't like the claim rule. While it does keep some people honest, some people bring cars that they use more than once. I plan on bringing my '87 Shelby CSX someday, and I like that car. I don't want to fork it over to someone forcibly. On the other hand, people selling Challenge cars at the event is WAY cool.
Claim rule is and always was a fantastic idea. Remember, you don't have to fork it over, but you do forfeit your standings or run for honor, not trophies and prizes. A claim rule would definitely limit the guys who used creative accounting to help their balance sheets. You could still win at any cost through manipulating numbers, but you would always have in the back of your head that you would either loose your undervalued car or lose your points standings if you cooked the books.
As someone who cooks the books at work, its remarkably easy to get numbers to add up to where you want them if you know what numbers back them up.

Just one small example: You buy a block of aluminum for $5, and machine out a custom suspension upright. By your logic, that new upright is still a $5 item. I don't think so.

Labor may be immaterial but as a labor of love what's the price tag on your wife-g/f? G' head, put a price on it.
After the event one should be fairly compensated for their effort. Look at the yellow BMW; someone was willing to pay for the builders' time and creativity.
Sell my soul for $2010? Have some kid that can't do a tune up take my nights in the garage, stitches and frustration because he managed to save up a few bucks?
I'm pretty sure if that happened one of Gainnesville's finest will "detain me for my own safety and theirs".

I wouldn't be caught within 100 miles if there was a claim rule. Its definitely not the sum of the cost of the parts anymore. I had a semi serious discussion with someone already about selling them the car for $5000. Cant do it. Everything is for sale, but the price on this one would be considerable, its just been too much of my life this past year.
Besides with my automotive ADD you just need to wait a little longer then I'll probably sell it for $500
