so if battery is relocated to trunk, is an external (ie accessible to track personnel) electrical cutoff required? i could see the answer being Yes for a class racer, but for the challenge i'm guessing the lack of an external cutoff wouldn't stop a car from passing.

We didn't use on in $2006 and passed tech with no issues.
From the NHRA rulebook...
Any car with a relocated battery must be equipped with a master electrical cutoff, capable of stopping all electrical functions including ignition (must shut the engine off, as well as fuel pumps, etc.). The switch must be located on the rear of the vehicle, with the "off" position clearly marked. If the switch is of a "push / pull" type, then "push" must be the motion that shuts off the switch, and plastic or "keyed" typed switches are prohibited. Also, the battery must be completely sealed from the driver and/or driver compartment. This means a metal bulkhead must separate the trunk from the driver compartment, or the battery must be located in a sealed, metal box constructed of minimum .024 inch steel or .032 inch aluminum, or in an NHRA accepted plastic box. In cars with a conventional trunk, metal can simply be installed behind the rear seat and under the package tray to effectively seal the battery off from the driver. In a hatchback type vehicle the battery box is usually the easiest solution, since the alternative is to fabricate a bulkhead which seals to the hatch when closed.
My car has one in the rear license plate cutout. I guess it depends on the mood of the tech inspector for the day but it would stink to get bounced from tech because you didn't have one.
if they hassle me, i'll put the battery back in the stock location. no budget to buy a cutoff, no time to install one.

Weird question, but why a cutoff only if rear mounted? You can't cut off the stocker from outside the car....

I would tend to think the cutoff would fall under "safety items." Then again, I am a berkeley tard. FWIW, we ran ours behind the passenger seat area with no problems. Just make sure it's in a box.
the spare tire well is vertical, across the back of the car. i set the battery down in the spare tire well, punched a couple holes for the J-hooks, and clamped it down. i haven't made the cover yet, but was thinking that a piano-hinged piece of lexan would be cool.
why does nhra require a cut off for a relocated battery, but not for oem rear mount batteries like in minis, benz coupes and also , I think miatas?

probably because the factory installed rear batteries are going to have some sort of fuse or breaker between the battery and engine bay. someone who just ran some 00 gauge wire from the positive to the starter and a ground to the body probably didn't do that. i've seen a stock location mouted battery rain down hot lead when the motor caught fire and dead shorted the battery too, though.
