Now it’s easy to keep track of and show receipts for stuff bought at stores or on eBay but what does everyone do for stuff they find on Craig’s list or on a forum? Should I print out the online adds and then all the emails trying to barter until we agree on a price? What if I show up and offer and offer X amount of $$ for everything they have and they agree?

You should have told them you needed a receipt when you came to terms, before you handed them the money. Just a hand written one will do.
Without that, you will need to do the best you can to show documentation of all purchases. Your description of emails (though clumsy) would work.
If you are still making purchases, a small stationary store receipt book would work fine, or write them out and have them sign them.
It's advisable to get receipts for these purchases anyway, just in case they come up as stolen property you can show you purchased them in good faith
What about stuff I sell? Should I give the person a reciept and keep a copy for my self?

I've been saving as many of the craigslist/for sale ads to my computer as I can, but hadn't bothered to print them out. Should I have paper copies of websites? I've also got a big Excel spread sheet with all of my budget stuff...is there an official form we're supposed to use for our budget or will a print out of my budget spreadsheet work? I didn't think things were so strict as to bring hand-written receipts for swap meet parts, etc. Should I be concerned???
If this is the norm, sorry for sounding stupid. The way SVreX puts it above, I'm imagining a 3 ring notebook chock full of paper during judging. In preparation for the West Coast judging I did pretty much the opposite of that, I had a spreadsheet and a folder full of websites saved to my laptop and pulled up for reference. It's a digital world!

I'm sure the excel spread sheet will be fine, but it would be advisable to print everything out and hand in a copy with your budget sheet. That way if they have any questions about any of your purchases, they won't have to track you down. I helped go over budget sheets one year, and if there's a questionable purchase, they'll want to see a receipt. If there's no receipt or documentation with the budget sheet, they will track you down and ask you about it.

That's what I do- the excel sheet with the receipts attached. Judges have always been happy.
Documentation is impressive. Most guy's documentation is no more than a couple of crumpled up illegible Autozone receipts that have been laundered along with a beer stained cocktail napkin with numbers scrawled on it, but don't make it hard on the judges.
The best I saw was the documentation for the sucker Vette. Yes, it was in fact one of those large (3") binders. They even included the documentation for the cars they looked at but did not buy.
Its not meant to be too hardcore, but I imagine a well presented budget could be worth a few points in the Concours when considering the overall presentation.

Last year for all the paper reciepts I had I put them in a photo album fromthe $1 store. The kind with the sticky pages and clear covers.. I just wrote a total at the bottom of the page and included an excel sheet.
I never got asked a single question

slight hijack, but I re-read the rules and have a question about sales tax.
I was wondering if I have to add in the tax since some competitors come from states with lower or no sales tax.
Not a budget buster, just thought I'd find out.
I'd have to look again, but I think as of last year sales tax is no longer budgeted.

I have a 3 ring folder, first page is a summary, then challenge car purchase, parts car purchase, parts receipts etc

I can't imagine sales tax should count...it's all different (or doesn't exist!) depending on where you live.
And sales tax is not paid on private party transactions...

While I agree that perhaps sales tax SHOULD NOT count, it DID.

tax does not count, because it varies from state to state. That was changed a few years ago.
Shipping/transportation, however, still does.
