So the Park Avenue Ultra Cheap came with a keyless entry fob- but the battery bracket was completely missing and it wasn't usable. Since they're not that expensive, I ordered a new one and it should be arriving today. BUT- it will need to be programmed to work with the car. What's generally the best (read: cheapest that actually works) route to take in getting this done? Take it to the stealership? Or find a locksmith that can do it? Or something else?

Unfortunately that will require a Tech II to do, so if you own one or know someone who owns one, you're golden. Otherwise, will likely require a trip to the dealership. I know we only charge 0.5 hour labor, so it isn't too awful.

I know nothing of Buicks, but every car I've ever owned could program its own fobs with a specific cycle of key and button manipulations.

The Buick should be old enough to do this, I did it with SWMBO's Grand Prix.
If it does need the programming, any professional-level OTC scanner will work (Encore, Genesys Touch) as OTC makes the Tech II and they finally convinced GM to let them unlock it on the regular tools.
I had a '97 LeSabre that could be programmed with a jumper wire in the OBDII port, but my '03 Saturn required a dealership & a Scan II.
I have no real advice on what this will need.

Just checked GM Service Information and this is what they said:
- Install a scan tool.
- Turn ON the ignition, with the engine OFF.
- Use the scan tool Remote Function Actuation Special Function: Program Key Fobs in order to place the remote control door lock receiver into Program Mode. The doors will lock and then unlock in order to confirm program mode.
Important: The scan tool must stay connected until all of the transmitters are programmed.
- Press and hold the LOCK button and the UNLOCK button simultaneously on one transmitter. After a delay of 15 seconds, the doors will lock and unlock in order to confirm the programming of that transmitter.
- Repeat the previous step in order to program up to 4 transmitters.
- Remove the scan tool.
- Operate the transmitter functions in order to verify correct system operation.
No instructions for programming without a scan tool. And if it would be anywhere, it would be in GM SI
By 'Scan Tool' I'm assuming it means a means a much more advanced scanner than we usually have (this being the most advanced I have: http://www.harborfreight.com/can-obd-ii-scan-tool-with-abs-60794.html)...

Yes, you need a GM Tech II Scan Tool or an OTC Encore or Genesys Touch.

Was it made by TRW? I may have some legacy access from a past employer to the programming sequences. I worked on many that did not require any special tools, but none of them were Buicks.
