I'm going to be doing a headgasket and cam install on a volvo b230 soon. Is there any reason to not install the van and check/adjust the valves while the head is on the bench? Would clearances change when the head is bolted back onto the block?

Do it on the bench. Do you have shims? I have a pretty good selection at the shop.
Do you have the spring compressor tools and so on, or are you installing the cam, measuring, and then removing the cam again? Either way, the little rubber silencer doodads at the tip of the valve make measuring a bit tougher when they are new, so if you leave them out when measuring, it's much easier to be confident.
I might have adjusted Volvo valves a few hundred or thousand times in my career, so if you have any questions, I 'm available.
I have a small selection of shims from parting out some 240s over the years. I don't have any of the tools but they might be worth buying. Is it recommended to replace the rubber silencers? I'm refreshing an engine for a friend's rally car so I might as well do them if needed while everything is apart.

Slightly on topic but last night I was hitting YouTube for B230 +T builds. Started watching a video on a black 244. Few seconds in I said hey I know that guy and then later on Pete made some guest appearances. Have to say that the videos y'all made stand out from the rest of the Volvo ones.
The tools are nice to have, but it's not the end of the world to.lift the cam out if it's on the bench.
The little silencers make a bit of difference to the noise but they are usually pretty hard and useless by the time the second valve adjustment comes around.
I have been driving and valve adjusting 240 Volvos since they were new. I have never seen the "hushers", they were already vaporized before I had one that far apart. Also I have never bothered to re-install them. By the way, for those that don't know, the shims are the same size as Fiat/Lampredi engines.
