Pay extra attention to Ultraclydes words. He was a "scientist of stink* and he is greatly missed since his passing.
Headliners are tricky, if you use too much wetness it will normally leave a ring when it dries. If im spot cleaning one Ill use a little tuff stuff and dry it up the best I can. If you need to do the whole thing to get rid of a smoke smell, I think an extractor may be your best bet just be careful headliners are normally pretty fragile.
My old blue dodge was smoked in for a long time. I cleaned everything but the headliner real good, and then used a little ozium can and an ozone machine and never smelt the smoke again.
Steam clean is the way to go. I had a 4runner that I bought to fix and flip and the previous owner had smoked in it. Had a local guy steam the interior and headliner for $220 and run the ozone machine when he was done. Still smelled it if it sat for days in the sun with the windows up but remarkable better.
Ozone generator works for me. One hour took most of the smoke smell out of a car that was heavily smoked in and the only cleaning I did was a quick vacuum.
Ozone generator, see if you can rent one first. OR... rip it out, wash well and replace. Pick something conducive to the theme and colors on the car.
