My Sidekick spent most of its life in Southern California and the clearcoat is pretty rough. Any grassroots suggestions for making it acceptable again?

Only solution: repaint.

I'll work on it. I was hoping one of those snake oil finishes advertised on Speed TV would be the solution.

rule of thumb is that if its still looks shiny when wet it should buff out, if not then a respray is in your future. Being that's its clear coat and sounds 90's vintage I'm going to guess that its starting to check up (get chalky, turns white and eventually peels; looks like the link below) which points to a respray; sorry if I got your hopes up...
