The Cobra Jet, sure.
But the best I find on the Ford Racing webstite (http://www.fordracingparts.com/), is that you can order a Cobra Jet here- http://www.fordracingparts.com/cobrajet/default.asp, and get a Fiesta R2 conversion kit here- http://www.fordracingparts.com/fiesta/ which ain't the RWD car that Foust has.
Damn that Cobra Jet is fast.

Really? Damn! I figured they'd have a kit for the rally guys by now.
Edit: Darn it all, the Ford Racing Fiesta section has a whole page dedicated to Block's Fiesta, and then when you go to buy the complete car the R2 is the only option, and while badass, it's just a FWD plain Rally America one. Surely they could hook you up with the right place if you called with enough cubic (energy drink) dollars?

Bouncing off the limiter for a good 200', too! That MPH is not correct for that ET FYI. I'd love to see that car re-geared for a 1/4 mile, put on 4 drag slicks, and then let loose again. 9.90's should doable.

Ummm . . . the Cobra Jet is quick. Might be even faster without "power winders" and 100lbs less driver ballast. Oh, and looks like Foust had a faster RT.
You'll soon be able to buy the Fiesta R5 for approx $250k which is built for, funnily enough the R5 class in WRC2. In WRC trim it has a 32mm restrictor, you can have a bigger restrictor in Rally America
