Ran across this doing a Google image search, an artist's impression of what a closed cockpit & fendered F1 car might look like.
Pretty realistic & well-informed sketch I'd say (except I don't see such a simple front wing happening unless regulations force it). Now does this remind you of anything?
A few similarities here as well:
That first one is a car from GranTurismo 5. They asked redbull to design a car they would build if there were no rules in F1. That was what they came up with. It's just in GT5 though, no real life versions were made as far as I know.

Edit: Still surprised they didn't use a bigger rear wing and more complex front wing, they'd have the power for them...
With no rules at all, I'd think you'd have a more enclosed body so you wouldn't have to mess with as many aerodynamic interactions.
It's a Fan/Sucker car though. It has generated downforce so I would imagine the front/rear wings only purpose is to tune/manage the location of the Center of Pressure of the downforce generated in the Sealed duct area.
My understanding is that RBR did a fair amount of simulation testing and actually believe the performance simulated in the game would be achievable with such a vehicle. Assuming it doesn't kill it's driver.

They may have not wanted to put any of their "potential design ideas" into a game where other teams could see it, just in case they somehow became legal in F1.

They had a full size concept version at Goodwood two summers ago - it's just as cool in the flesh as in the renderings, and not that big a leap from the current cars.
Watching some vids of the car on Youtube (called the "Red Bull X2011" ) I have to wonder if there are any tires that could stand up to the abuse of being on this car...that and I see people getting away with a lot of curb use for a car that's so reliant on underbody downforce, and has even worse obstacle clearance capability than a current F1 car. The front wheel pods would have to go over the curb first.
Why wouldn't it just end up looking like an LMP1 car? There's no point in having exposed suspension arms if the rules don't require it and in the concept they already totally enclosed the rear suspension.
Cool looking idea in any case.

I remember reading somewhere that tire technology and the use of pressurized race suits were the biggest obstacles to actually racing such a car.
Definitely racecar porn.
That car is nearly impossible to control in GT5 due to its crazy speed and cornering ability... at least for me anyway. It's awesome though.
