Sample of white wall Drag Radials. It would seem similar could be done to other tires too.
Also know that at the time of writing, Shawnee was a tire engineer so he more than knew what he was talking about.

Old Yeller II runs them. (I can ask Dr. Ernie, the car's current caretaker, how he makes them but pretty sure it's just paint.)
