In cyberpunk, if a character is smartly dressed in formal wear and has a spiffy new delicate-looking car, they're probably not one of the good guys. The top pic could work as a cyberpunk "corpo" character, or maybe a villain. A "cyberpunk car" should either be clearly old for its time or look clearly used even if it's from the future. The background looking more utopian than dystopian also leans both images more toward cyberprep. Good examples of cyberprep cars can be seen in Ghost in the Shell, Demolition Man, and Future GPX Cyber Formula (all 3 of those have some cyberpunk elements but are mostly cyberprep).
Also a traditional Mad Max car is not cyberpunk because of the low tech. A Mad Max car with an EV swap could be cyberpunk, but weapons on cyberpunk cars tend to be more hidden (unless the character they belong to is looking to intimidate people) and higher tech. Less chainguns on the hood, more pop-out coilguns in the hood Also the level of decrepitude you see in Mad Max vehicles is beyond what you typically see in cyberpunk. A cyberpunk character would at least rattle-can their car rather than let it rust completely like a Mad Max character.
