I’m not much of a welder, and I feel like I could have that fixed up in about 15 minutes. I would think just about any welding/fab shop could handle that repair, I don’t know if you need to get that specialized.
The more interesting question to me is why those brackets are cracking in the first place.
Those look like motor mounts ?
In any case you (probably) want to look to add doublers on the back side of the spot welded brackets....
OR....drill thru the spot welds and add bolts with doublers and additional welding.....

Those are where the strut bars (maybe wrong term here?) mount to the strut towers. They attach together to the center of the car, right up by the windshield.
And as to why: Michigan roads, man.
