question- is thia salvages or clean (as carfax says) ?
Not always. They also sell clean title running and driving stuff. As well as hail damage, light wear / dented w clean title and on and on. So... it really just depends.
Theres are sketchy ways to get "washed" clean titles after theyve been issued a salvage title in certain states. But long answer short... no, they arent just a salvage title auction house.

I thought they were salvage only. Some easier fixes than others but all from insurance companies that deem them too expensive to fix.
And a title wash may or may not hold up. A lot of states share DMV data and so do insurance companies. You may get a clean piece of paper but when you go to your states DMV or give your insurance company the VIN, you could be F'd

From IAA (which is similar to Copart), I have bought a clean title car. Specifically it was a title loan repo car where they offload them via IAA even though IAA stand for Insurance Auto Auction.
Every week my IAA has many crappy dealer trade ins that are sold as clean title.
Every car listed on the site will tell you what the title status is.

No. Not all from insurance companies. Some dealers send their difficult to sell stock there. COPART even has a service where they will pick up personal vehicles for resale.
Some of these guys also auction-off cars that were donated to charity.

That's fine but if one of those cars was ever title washed in another state and then moved to a state that shares DMV data with a state that shows the original salvage title, then what?

It's going to depend on the state. Once a car has a salvage title, even if the previous owner did everything to repair it and got a re-titled as rebuilt and it can be registered in their state New York still considers it salvage until they do an inspection and get their fees too.
Speaking of Copart... there's a YT guy who recently bought a top-of-the-line McLaren P1, which when new was around $2M. He paid $575K for it because it had been totally submerged in salt water during a hurricane.
I feel pretty adept at doing just about anything with cars, but such a situation would make me run the other way. He's well aware of what he's taken on, noting that every single carbon fiber part on it is damaged in some way, never mind water damage on just about everything. Just the cost of replacement parts is going to be astronomical because of the car's rarity (it's a hybrid and the proprietary battery pack is ruined). And even after spending a total of probably >$1M to get it back on the road, it's got a salvage title. I dunno, man, it's a bridge way too far for me, and I'd say no even if someone gave it to me for free with the agreement that I'd fix it. Nope. That said, I imagine his channel revenue will help offset the cost to some degree, though he said it's far from enough. If you want to follow the drama, start here:
