It's an aero device to get the air off the muffler and keep it from wrapping around and up into the rear bumper where it causes drag.
Cool. I've seen them and wondered what they were as well, but vy the time I'd get home I'd forget exactly which SUV to search for since in my mind there are only four SUVs. Small, medium, large and Jeeps.
