School me on my options to communicate with my navigator inside an insanely loud tin bucket Starlet. Looking for something reasonable in price, comfortable...I was thinking--is there a setup that utilizes smart phones to act like radios? Some sort of a intercomm app maybe?
If so, would I then just need an IFB and mic?

Check for intercom systems at places like aircraft spruce. The small 2-4 channel versions are pretty simple. Then you just have to add mic and earphone/plug to the helmets. Most have some sort of adjustable noise threshold before they activate.

I have used a Chatterbox for instructing for the better part of the last 15 years and I hate them. The best I can say about them is that they work - but in a very loud environment they are only maginally better than hand signals and everything about them is fragile and antiquated.
Look for a solution with in-ear buds like the pit-to-car radios use. Some motorcycle-world options like the Scala Rider headsets have the right wireless functionality but I'm not sure about using an in-ear bud with them. If you could - that would be perfect. Anything that is wireless is better than having your heads tied together.
In my race car I have a real NASCAR-style motorola race com system that two people "could" jack into but it's push to talk like walkie-talkies. The navigator would need his own walkie-talkie on the same freq but it's loud and clear and pretty cheap on ebay.
