Is it usually possible to convert these from service use to passenger use( say 15 passenger )? Is it as easy as removing the lights and bolting seats in??

Other being overkill and assuming that it has the 7.3L , are their any downsides to these machanically?
I don't think it's big enough for 15 passengers. Looks like a standard length van.
I'd say it's case by case, you'd have to look inside, as the bail bonds owner likely made some customization along the way.
Not sure about bolting seats in but that would have the non-turbo 6.9 IDI.
@sachilles -- I'm trying to setup a time to check the van out now.
@EvanB -- Is this a good drivetrain? It will mainly be used for moving people and said luggage. Little towing if any. Mostly highway use.
The 6.9L IDI is a good engine, it will run forever, just don't be in a hurry to get there.
I don't think it will fit 15 passengers either. Probably more like 9.
That's the extended version of the Ford van. I have a 1988 E250 model with the same body. They came with three 3 pass. bench seats behind the driver followed by a 4 pass. bench, with the two front seats that's a total of 15 seats. Mine has only one 3 pass. bench with the rest open for cargo.
There may not be any mounts for the bench seats in the floor. You will have to source those from the junk yard and the seats as well. They are a quick release style so you can open the van up for cargo.

It really depends on what the inside is like. Stripped out? Easy to add seats (I added a bench in my 92 in a couple hours). Fully kitted? Gonna take a bit more.

Looking at the rear side markers, it looks like an extended van, so it would be a 15 passenger if so equipped.
I'm not sure converting it for passenger use wouldn't be harder/more expensive than just getting a passenger van. Not so much for the seats, but for the seat belts.
I talked to the guy and it still has the ambulance interior. I'm going to pass on it and keep looking.
