So my little inch pound torque wrench didn't go off and I snapped a valve cover bolt in the miata. I was able to get it out but do i have to order one from mazda or can i find one at the hardware store?

Hardware store is fine.  Probably way stronger than the ferrous peanut butter that Mazda liked to use.

As long as pitch and length are right it doesnt need that little non threaded bit at the tip?

Nah.  It shouldn't need to be shouldered or shanked.

If your hardware store doesn't carry a lot of small metric fasteners (mine don't) and your specialty stores have inconvenient hours (mine do), you can always try Belmetric.

Tractor Supply carries metric Flange bolts/nuts.
