So with my brake controller on max, I've got about 4.5v at the brakes. I'm guessing this should be closer to battery voltage? I'm also guessing this is the reason the brakes don't work? What should I expect for voltage there? I've got ~ 12-12.5 v at the truck plug.

Do controllers reduce the voltage ?

Yeah, I don't know. I don't think so, especially with it turned to max. Also, on two other trailers that I borrowed recently the brakes worked fine, so I know the truck/controller is ok.

I had our horse trailer hooked up today so I checked the brake voltage. It ranges from 0.5v up to 13.5 volts using the manual slide switch on the controller. The more voltage the harder the brakes come on. If you're only getting 4.5v at maximum application I suggest you start looking for corroded connections.
