Because when they tried to do that five-six years ago, there was an industry backlash the likes of which were quite impressive.

I've mostly come to terms with what this note means for the future of MegaSquirt builds and I've been trying to put this out of mind since there's no sense getting bent out of shape over something that's already been done. And then, just today, I was building a cart on Revzilla for my motorcycle, browsing as one does, and thinking about all the old scuffs from when it's hit the ground. One particularly crummy looking set of scuffs is on the aftermarket slip-on exhaust so I found myself looking at a replacement. Then I remembered this thread and it took me back to hearing OEM sport bikes with factory exhaust that, quite honestly, reminded me more of a hair dryer than a motorcycle. Kinda makes me wonder if part of the goal, or just a happy accident, off all this regulation is to further reduce the ICE-ness of an ICE car to reduce resistance to switching. We're a very adaptable species so I can't imagine that it will take all that long before people stop associating engine noise with a fun drive, heck most people probably already have. One less noticeable difference between us and our mandated, connected future.

Note that anything post-cat (like a muffler) is not emissions related. Quiet motorcycles are a decision of the manufacturer. 

 I don't think this is The Man trying to de-ICE vehicles. The EPA just wants clean air and water.

I do wish there was a secondary carve out for non-road use of road cars that gave the same exemptions. Leave it up to the states to actually enforce their own regs on the street vehicles through whatever means is appropriate for the region.. but that's likely a non starter.

Still part of the USA so subject to Federal rules.

Yes, they work the same.  A little more challenging to get them lit off, and a very different amount and kind of HC while it's being lit off.  But they operate.

WRT emissions, methanol and ethanol are very close to each other.  Hard to meet very low emissions.

For enforcement- it's really hard to impossible for the EPA to go after individuals- which is why the Challenge will never be an issue.  On the other hand, businesses, well, easy target.  The EPA has actually been the original source of "complaint" to find  real fraudulent companies- such as one that pretended to import Alfa's somewhere around 20 year ago.  In terms of individual enforcement- that will be left up to the states- who all have that capability if they want to.
