I think they are usually bored through, gas goes though the middle, air comes in from the holes in the side. You might try soaking it in carb clean or some other harsh solvent for a few hours.
So, what you're saying is "THE JET WAS CLOGGED"?
The emulsion tube doesn't prevent running. It is a stabilizing agent. I wanted to confirm what I thought.
