I'm not sure how long the events stay available but it looks like you can't watch the first two anymore, you can watch all the Rally Mexico coverage though. WRC Plus which is a paid subscription offers all past events, highlights and all on board cameras for every stage.

So who paid for the spectators car that got crunched.
At Targa Newfoundland, I believe the event carried insurance for this. Teams had to have higher liability levels than usual as well. I don't remember the details.
In some rally and Dakar and Baja events it's "park your car near the course at your own risk". You get jack if you get jacked.

The risk of death and dismemberment is part of the fun watching a rally live.
La carrera estan muy bueno! But in all seriousness racing through the Zócalo is pretty snazzy. America would never let you do something like that.

D.C. has/had some good parkways/roads but they've been slowly giving them over to cyclists. Operative word being slowly as you can spend more money that way. Klingle road being the most egregious example. 
I love the sport of rallying and always will. But those cars are not fun to watch.
