I've got a bushing for a kart clutch that is too thick. It started as 0.140" and after enough sanding to lose interest I was at 0.135." I really need it to be about half its current thickness. I don't have a lathe, but I've got air tools, a bench grinder and a drill press. Is there any way to do this? I can't figure out how I would fix it in place without distorting it.

That's why everyone needs a lathe.
Seriously - a sheet of 180 grit sandpaper on a flat surface, rub the part on the paper. A big, sharp file. a belt sander - but mind your fingers. Make an arbor out of a dowel w/ a shoulder neatly carved on, push the bushing on and rotate it against the side of a bench grinder wheel.
Belt sander and some sort of rubberized push stick.
If you're talking up and down in that picture, a block of wood with a grove cut I. It to hold the bushing, and some sandpaper on another board to rub against will take it down quickly.
If your talking about across your hand in the picture (diameter) than fitting it snugly on a dowel or drill bit and spinning it in a drill whilst holding a sandpaper covered block will work well.
I was looking to reduce the thickness. I hammered it into a piece of wood and held it against the grinder. Sparks flew, wood burned and the magic .030 vanished. Thanks guys!
