Due to lac of funding I would like to fix up my old high school hot rod. 79 Malibu 350 4 spd. it has been sitting since 2004 when I last used it to tow my challenge car down. It is in barn fresh condition. I have owned it since 1988. Last time on drags ran 15.7 and she doesn't turn well but at least I will be there. So I need a value please.

$500 may be the max for an undesirable car like that and it has been sitting for years.
$750 if it's not too rusty - it'll be fast in the autocross if you put the right stock GM parts in it.

When I'm looking for FMV I simply go to Sold items on eBay... and print it out. Then you have a piece of paper showing what a like vehicle sold for.
I started and drove out of the barn, big plus. I started pulling the seats and carpet out. I can have four people put their feet on the ground for human power.
If this wasn't my first car it would be too far gone. I don't know how long the frame will hold up lots of surface rust. I would like to put the value at 3-500. how does the collective view this?
If you can flintstone it that well, I am thinking $500 is plenty for value.

We tried to get folks to give a reasonable estimate of value on the boy's wrecked Nova. We had bought it back from the insurance company for $225, and asked if we could claim it at twice that price. Folks wanted us to find similar cars as the proof of value. Couldn't find anything similar and lost interest in trying to satisfy the collective group. Too many people will say a number and not pay you half of what they claim you should value it at. In the last 2 years I have picked up the following:
1967 Volvo 122 with 61K and almost no rust (3 sq. inches plus some surface rust)for $150
1980 Sunbird with 40K and almost zero rust for $300
1987 Camaro with only a small amount of rust below the leaky heater core for $300.
The car you have would not sell for less than $250, but not more than $500 in this area (if it is stock) for anyone who shops around. I saw one similar to what you have stock (with good floors) that he couldn't sell for $350. I personally passed on one with a very decent body, expensive mags, new tires, bolt on suspension parts, new brakes, posi rear, new headers and exhaust, no engine for $400. The seller sold it 9 days later.
If the car has a rebuilt engine that is modded and/or a new clutch and/or Super T10 and/or mag wheels and/or 9" rear, it would be impossible to give a good number to you without more details. Take pics, post and say what you are claiming and why. If no one can counter with and example of a sold unit within 3 weeks, the discussion is over. We are car guys, we know there are hundreds of deals out there. We also know what scrap is bringing - it's $9/100# at the yard 2 miles from me. Flintstone floor cars are not bringing a lot.
Scrap is 215 a ton the only thing I can find on google for curb weight is 3325 in a chevy high performance article for a modded car.
Lets use 3500 for weight
215 per ton divided by 2000 lbs. is .1075 or .11 cents per pound
.11 times 3500 is $385
You said yourself the car would be too far gone if it weren't sentimental. Therefore it is worth scrap.

I started a build thread. I am going to set the price at 400. the car is mostly stock and very rusty.

Wow...you are a better man than I am for taking this on. I no longer do the rusty car thing. I fixed up a Rusty 57 Chevy Bel Air in High school, that will be the last rusty car I ever fix up.
Depending on what part of the country you're from, that car is either exceptionally clean or scrap. Its all a matter of perspective.
