so, this is a set of 6 out of 9 taylor 8mm universal plug wires, with a random assortment of terminals and boots. This was given to me one day when my buddy bill was cleaninh out his shop. He was throwing away everything i didnt want. Theres enough in the box to make 6 plug wires for my challenge car.
What should the budget reflect?

Good find. Is there a rule in there for something essentially "trash-picked"?
There is, but i dont think this qualifies. Bills dumpster is behind a barbed wire fence, with posted no trespassing signs. So anyone goung into the dumpster would essentially be stealing. Thereby making these an inside deal in my mind. Insude deals must have fmv attached per the rules.
Unless im overthinking this.

As a non challenger, I don't think you're overthinking it.
You're being fair, that it's not "trash picked", due to the fence, no trespassing.
Id give ten bucks for the box on Craigslist. Probably not much more though. But thats me.
I wouldn't pay more than $5
How about something like 6/9 * 25% * original purchase price? What's that like 5 or 10 bucks for an originally $50 set? That seems pretty fair. Put me down as a vote for $10.
My favourite pick-n-pull yard charges $0.99 for a spark plug wire. If you use $10 no one can whine about it.
I'd say since if you include my vote it's about 50/50 $5-10 so round down to $5 for taking the time and effort to be a stand up guy
Think I'll go $10. Seems more than fair according to y'all.
