So, I've got a pretty stock '92 Miata I'm bringing to the challenge. I've also got a set of wheels and Hankook autocross R-compounds that have about a season and a half of use on them (getting to the end of their life). These wheels and tires are from my e30, which happens to have the same bolt-pattern as the Miata. What is a "fair market value" for these if I bolt them up for the challenge?
Depends what the wheels are, but the 'Kooks could probably be argued down to like... $100 or less. (Possibly $free.99) They're old, cycled, and probably just generally worn out. Tires in that condition often change hands for free.
Aren't all Hankook's free for budgeting?

Wheels are TRM 15x8 et20. They sell for $99 each at Tirerack. They're a few years old.
They hold their value pretty well, though... See if you can find a few ads for those in used condition and go from there. 
How about this scenario: the car came with a hardtop that I initially planned to sell to add about $900 to my budget. However I found out the hardtop is required for rallycross so now I need to keep it. If i do not use the top in the challenge, can I "add" the $900 to my budget? Or is that just too much theoretical bs?

I don't believe you can do that. If you had of bought the car and the hardtop separately you could.
Remember when you bought that hardtop for $900 and the seller was so happy to get rid of it that he threw in a Miata for $300?

LAWL. If it isn't on the car at the event, its not in the budget. You could sell your current hardtop and buy another when you need to rallyx.
I think I can get creative enough to bolt on the old autox tires for the event. I'm actually going to a rallycross on Sunday directly from Gainesville. The hardtop will be with me but it won't be used during competition.
I think the old Hankooks actually fit in my budget without having to sell the hardtop temporarily anyway.
