Working on getting my '91 Tracker up and running. In a nutshell, got it last fall. It was last running about 2 years ago. When I got it home, it started and ran briefly, but crapped out. Turned out the fuel pump went bad. Just replaced the pump with one from a salvage yard. I now have fuel leaving the tank and going through the fuel filter, but it still won't start. It'll start and run for a few seconds on sprayed test fuel/starter fluid. I don't have a fuel pressure gauge, I'll go borrow one from Autozone. That way I can confim the pump is working properly. Assuming it is, my next thought it the TBI.

I've never messed with a TBI. How do I test to see if it's working properly?

There are several elements you may need to test.

You can see if the injector is doing anything by watching.

Check the fuel pressure regulator (if your TBI has one built in, most do) with a gauge on the TBI inlet side.
