On many tires this is branded onto the sidewall.

Mobile home tires are 14.5 so people can't use them on cars so you'll see 14" tires with that same type warning on them. I belive there's a 16.5 rim available as well.

Its been cast into the sidewall of 16 and 16.5 truck tires for decades.

17.5"s are a pain to mount; but not as bad as 19.5s!
