The live feed showed a high shot directly across from pit in, and there was nearly a car length between Elliot and the pace car.

On further review with that new angle the Camry understeered into the barrels as expected.
Bernd Mayländer does it better (looks like a mechanical failure followed by a driver instigated spin to lose some speed).

In one of the Indy races in the 70's one of the local car dealers was given the honor to drive the pace car. Non racing driver. No track experience.
He crashed into a photographer's stand while coming into pit lane. A lot of people were hurt. I don't think any were killed.
They announced later that only experienced racing driver would be allowed to drive pace cars.

I'm guessing you're referring to the 1971 Dodge Challenger crash at Indy. John Glenn was aboard as well. No one killed but quite a few hurt.
