So I pulled this, and it threw a CEL and the radio won't turn on. And the idle is off.
upon further inspection that is hooked to this

With the last two wires being wired into the left connector here not a great pic but you can kind of see the electric tape. I use wired loosely, as their looks like someone hand twisted the wires together and put electric tape on them.

Was that an hour meter?
Either way, I'd start by looking at what those two wires on the ecu are supposed to go to on a wiring diagram.
And inside of the black box is this

no names of anything anywhere. The black box was on the inside of the inner fender held on with Velcro

Is that an alcohol interlock?
In reply to Fueled by Caffeine :
So the whole "I bought a Miata" thing was a ruse so we'd help him defeat his DUI interlock!
CEL was a blown ROOM fuse.
Starts runs fine. But now the idle is hunting while sitting stopped.
I see a connection for MAP on that circuit board. Get me an indication of the pins at the ecu, I'll see what I can decipher.
Just got back from getting gas. It runs and drives fine. Sitting stopped the idle hunts for a second between 350-500ish (it only has 7 dashes between 0-1). After a second or two it idles right at 450.
@keith, well whatever it is, it wasn't connected correctly. It had one wire in the engine bay near the fuse box not connected to anything. It was just there.
I ran it until the fuel light came on yesterday. And then my wife took it out. Could I have run it too low and it's got some gunk in the injectors?
Guessing Brutus put it in your car while you were sleeping to track your whereabouts.
