On the fender well of an '86 Caddy, it's got two tubing fittings that are not connected; also nearby is a corked off Schraeder Valve connected to 1/8" plastic tubing (may not be involved).
I assume it's part of the silly 80s emission system but could be cruise control. I have a Haynes' on order.

It looks aftermarket thanks to the wiring and zip tie, but it is an 80s GM so who knows.
The schrader valve fitting looks like air shock stuff to me. Maybe to pump up load handling shocks or add pressure to front shocks? Maybe the aftermarket dealie was an air pump for the air shocks??
That's the seventh Fetzer valve.
Looking at '86 Cadillac engine compartments I don't see it. Could be aftermarket.
Naturally as soon as I post this I found one. Seems it's factory. Tracking it down.
Looks like an auto level system.

which shows a similar pump underhood with a nylon line going to it similar to yours. So maybe it is factory. I also found this:

which says it's a compressor for a 1986 Cadillac with air ride. I'm guessing what you've got is a dryer (the plastic cylinder on the right) and a pump (on the left) and someone's put in standard shocks so the air ride has been disabled. Or, it's still got air shocks but they're leaking and so disabled and giving the poor thing the ride of a boat on stormy seas.

Ahh, it was an option. A pair of air shocks. The word "electronic" is fairly terrifying given it's 1986.

It has. Once. With some form of tools....
GM used a similar, but likely less reliable compressor on Escalades and such with air shocks well into this century.

I think the schrader valve is aftermarket which was a common thing... when the pump died, people bypassed it and put a cheap tire valve on it to fill it themselves.
I have an airbag pump from a 96 Caprice wagon which is very similar to that one.

I don't think that's how airbags work. Pumping them up from a schreader valve manually in the event of an impact would be too slow. I think they use an explosive charge to deploy rapidly.
