If I remember correctly, It was not just seats but the bed was carpeted too.
I think the Holden answer would be to send unfinished units via the Pacific Ocean to Mexico and then complete them (say put on the doors) once they arrive in Mexico. Final assemble in Mexico is exempt from Chicken Tax rules.
