It's unfortunate that the political vocabulary that both sides use to couch issues of taxation has the net result of states trying to balance their books off the back of jacked up 'fees' and fines which are usually regressive in nature and hard to get out in front of because nobody talks about them until they're already enacted. Call it a tax hike and there'd be hell to pay and nothing would get done, but that's not a solution either. It would be nice if enough citizens had a reasonable idea about how things should be paid for that elected officials were allowed to act reasonably about taxes (and the fees and fines which are used as taxes by another name) without being burned at the stake for it.

It seems that only applies to new residents. While I usually go to one particular tag place, I have transferred the titles for a couple of dozen cars over the 25+ years at various title stores all over the state and I've never had to provide VIN verification. Even on the one truck where it might have been a good idea (my '95/96 franken-Cummins). Most of the time, I don't even drive the car in question to the title store.
He tried getting it titled out of state with my dad's address, but OH said they need a current title and registration to re-title.
So he looked up the state law and found a way to get a temporary transport registration. The DMV staff acted like that didn't exist until he produced a printout of the actual law and insisted on speaking with the manager. They suddenly remembered the law and he got a temporary registration.
So he drove the car to Ohio and was lucky it didn't break down. With a current (temp) registration, OH gave my dad a historic plate and new title.
Can you give me some guidance on this. Im in possession of a car that was abandoned in a barn that my uncle bought. The plates on the car from 1969. Weve been trying to find a way to get it titled with no luck.
