Why are we even bothering? Ford appears to be hiding the damn things anyway. A far more interesting question is given that the Rav-4 EV runs a Tesla motor detuned from 400 ft. lbs to 190, can anyone crack the programing to run it at its full potential?

TL;DR Version: You are saying "credit" but you mean "deduction."
Not trying to get into the other debates, but you're confusing some terms here.
Tax Deduction = an amount you may deduct from your income before figuring your tax liability.
Tax Credit = a credit against your final tax liability. Some credits may actually result in the IRS paying you (a "refundable credit"), others are applicable only up to the amount you owe.
So, if the Feds give me a $7500 deduction, I make $100,000/yr, and the tax rate for simplicity sake is 20%:
100k - 7,500 = 92,500 (this is my taxable income after the deduction)
92,500 x 20% = 18,500 (this is my total tax liability)
But, if it's a CREDIT:
100k x 20% = 20k (this is my tax liability before the credit)
20k - 7,500 = 12,500 (this is my total tax liability)
Tax "rebate" is just another word for a refund, it is the government returning your money after you overpaid your taxes.
