That is accomplishing the same thing.  But if it's outside of the intake it can be hard for the engine to pull it thru enough to burn it.  I just went through all of this with my car (again) and it was the valve cover which wouldn't have pulled solvent and burned it but still was able to throw everything off enough to make the throttle hang at 2k ish for 15 seconds every time you pushed the clutch in.
