Well, it probably has a motor controller that is limiting the top speed.
Dunno if the controllers are tunable or not, but you may be able to trick the speed signal - similar to modifying the governor on a gas motor.
Edit- it has been a while since I was seriously researching golf cart stuff (with the intention of building electric motorcycles) but I think there is a measured resistance or induction that changes as the motor speeds up. Intercepting and modifying that signal should allow the controller to continue to apply full voltage to the motor for longer.

My buddy has one of their controllers, upgraded wires, a motor and gears. It is ridiculous, he said its literally the scariest thing he has ever driven. It easily goes 45 mph with 2 people.

I used to know an EV modder kind of guy who modded golf carts. I briefly rode in his on some dirt roads through an RV park in the country and it would almost lift the front tires on dirt. It was sweet. As mentioned i think the main thing is get a fancy controller. After that you will move on to the next weakest link, but if your battery pack or your motor is currently not overworked, it's because of your controller. That's kind of a rule of logic in EV stuff.
Yeah, the controller is probably you're limiting factor- if it's running on a DC motor (which since golf carts need to be simple and cheap, it likely is) you might be able to increase the angry pixies to it and get more power in return, in exchange for worse bearing life and maybe tearing through some brushes. Also, check to make sure the batteries can handle the draw from the controller- EV West once had a good video about that were they melted some lead-acids on camera using a joule thief and some other whizbangery.
Guy I know did a controller swap and saw good gains. No dyno chart or anything but was clearly running harder. There are kits on golf cart sites with controllers and motors iirc.
