One of my co-workers is thinking the answer to his question is Miata.

He would like a newer one with a manual, soft roof, and base model stuff.

How much should he be looking to pay?

He found one for $18000 with 300 miles on it. I thought that was high. Am I wrong?

We are located near Toledo Ohio if that helps.

Brand new starts at 23,000. This one isn't even past the break in period, it sounds about right. Maybe a little high, but not too bad.

Sounds like a pretty killer deal to me. 300 miles and $5k off the MSRP for the cheapest version? Granted, I don't tend to buy cars that new very often. But it still seems pretty good.

2009 is also basically the same car. I'd recommend taking one of those over a 2006-08 though, unless he's offended by the big smile.

are there specific reasons aside from the styling? did mazda tighten things up from the 06-08 cars? i think i read that they were a bit soft in stock form

As a point of reference, I paid just under $19100 out the door on a new leftover 2010 base Miata earlier this year in SW Ohio.

This may not be completely relevant to your situation, since the purchase was made in the winter, before the earthquake, but feel free to use the price I paid during negotiations.
