Choke closes most of the way in the mornings when the engine is "cold" but it's not completely "shut". It is open when the engine is "warm" but there IS a period (just after the "cold" light goes off on the dash) that the car will not idle without assistance.
I assumed the choke to be working because the plate was moving, but could it be that the choke is not moving "enough"?
