It is, but I'd bet a dollar you could find some state willing to title it.
When a concept/experimental/test car etc makes its way to the general public they flag the title as junk to limit their liability.
The personalized plate should read BALLZ 1.

I appreciate the significance and history of the car, being a Pontiac nut myself, but I'd much rather just get a clean 98-02 car and mod it on my own. Not digging the gold paint, the polished Torq Thrusts, or that branded/junk title. This belongs in a museum.
